Ballarat regional animal FACILITY
Project Overview
Measured was engaged by the builder to provide quantity surveying and commercial advisory services for the Ballarat Regional Animal Shelter project. This development delivers a purpose-built facility designed to support animal welfare operations, incorporating specialised accommodation areas, treatment spaces, and supporting infrastructure to meet operational and community needs.
Our involvement centred on pre-construction commercial support, with a strong focus on contractual risk and estimating. A key component of our role was the detailed review of the AS 2124 construct-only contract, including assessment of bespoke amendments. We undertook a structured risk analysis to identify departures from standard provisions, evaluate their commercial implications, and clearly communicate risk allocation to the builder. This enabled informed decision-making and the implementation of appropriate risk mitigation strategies prior to contract execution.
In parallel, Measured delivered detailed estimating services, including measurement and pricing aligned with the project documentation. Our approach prioritised accuracy and transparency, supporting the builder in preparing a competitive and commercially robust submission.
Through a combination of rigorous contract review and disciplined estimating, Measured provided the builder with clear visibility over contractual risk and project costs—positioning the project for a well-informed and controlled delivery phase.
